TOMSK, Mar 23 – RIA Tomsk. The public chamber (PC) of Russia insist on
creation of basic universities departments at enterprises, introduction of
programs expertise, as well as practice of foreign students in Russia, the
member of the RF PC, rector of Tomsk State University of Architecture and
Building Victor Vlasov informed RIA Tomsk on Wednesday.
As the press-service of the Public Chamber of the Russian
Federation informs, in chamber has passed a round table discussion on a
theme "The university-enterprise: problems and prospects of cooperation in
professional training", moderated by commission chairman Lubov Dukhanina
and Vlasov. Following the results of work preparing recommendations on
organizational, financial and economic aspects of enterprises cooperation with
the Russian universities.
"At the round table discussed the effect of the basic departments
of universities at the enterprises. The law of the Russian Federation "On
education" does not allow to create base departments outside the
municipality where the institution is located. For example, TSUAB cannot create
its departments in Kemerovo or Novosibirsk regions, and even in Seversk",
– said Vlasov.

Also, according to him, it was carried on the competence of graduates.
According to experts, they have to be improved under the new requirements of
manufacturers. The basic report was made by the rector of Tomsk Polytechnic
University (TPU) Peter Chubik, who spoke also about public examination of
universities programs.
"Now there is only a state examination of university programs, and
there is should be socially-industrial one, which would show advantages of one
or another program or university, it would raise also the university status.
The rector of TPU also spoke about the creation of a portfolio of the graduate.
The portfolio allows the enterprise to choose graduate, and graduate will know,
what he can pretend to", – told Vlasov.
Not less important is the issue of foreign students practice.
"Today only in TSUAB every fifth student – is a foreigner. Many foreign
students and in other Tomsk universities. In the country are 15 thousand budget
places for foreigners. There is a problem about their admission to practice. In
the law of the Russian Federation "On education" it is not provided.
And such amendments are necessary for introducing in the law too", – the
head of TSUAB informed.
These proposals are directed to the profile ministries and state
structures. In addition, the PC members have supported the "zero
readings" of preparing regulation documents to warn the risks of errors in
law enforcement. Vlasov has underlined that "readings" should involve
all interested parties – both universities and representatives of the real
economy, to optimise standard base.
