19 – RIA Tomsk. The program of increase of the international competitiveness of
Russian universities "5-100" will affect the near future not only its
participants, but also all Russian universities, the rector of Tomsk State University (TSU) Eduard Galazhinsky is sure.
TSU and
Tomsk Polytechnic University (TPU) in 2013 were included into the
"5-100" project to which participants additional financing is
allocated for increase of the international competitiveness. Following the
results of 2015 TSU and TPU were among the strongest participants of the
program and have received 964 million rubles, this year – in the second
("average") group to which participants it is allocated on 500
million rubles.
On Thursday
in the Kremlin the course of implementation of the "5-100" program
was discussed at the meeting of the government. In particular, the rector of
TSU was one of speakers.
"The
program is not just subsidiary support of development, but it is very powerful
tool of reassembly of vanguard of Russian education. <…> The program, in
my opinion, is strong incentive, the driver of formation of community of the
leading Russian universities, exchange of experience and in some way is a zone
of the proximal development of all Russian education system", –
Galazhinsky told.

In his opinion,
new standards which take root thanks to "5-100" have to be perceived
as norm by all higher education institutions to become possible modernization
of the education system. "Because the processes of changes of such
socially powerful systems as universities, are very long and aren't linear. And
the sequence is extremely important here", – the rector of TSU emphasized.
Galazhinsky
added that participating higher education institutions of the project receive
not only means (which make 10-15% of budgets of higher education institutions),
but also a powerful push to development – scientists and teachers master the
international standards, the level of their researches increases. The general
growth of indicators of development, according to the head of TSU, is about
100-400%.
"On
our university I can show, that publications in the high-rating international
magazines in 2013 made 400 (articles), in the 2015th it was the volume of 2200.
And a half of it – in the best magazines of the world. <…> It means that
quality of researches corresponds to the international models", – the head
of TSU cited as an example.
