Tomsk State University (TSU) acquired exclusive right on the publication of the
manifesto "The Smart Cities We Need" in Russian; experience of
experts from around the world on creation of comfortable conditions for life of
citizens is gained in it, the director of TSU Center of urbanistics and
regional development Alexey Kozmin told on Thursday.
According to him, the
manifesto "The Smart Cities We Need" appeared in English in June,
2016, and TSU will publish its Russian version in November.
"The edition is a fruit
of joint operation more than 20 experts from around the world in the field of
city development. We prepare Russian translation of this book now which is only
the first version of reasonings on "the smart city". Tomsk State
University acquired exclusive right on the edition of this product in
Russia", – Kozmin told during the manifesto presentation in the RIA Tomsk
media center.

The French urbanist Nicolas
Bouchaud, the editor of the manifesto, explained that Tomsk became the first
city which joined such work not accidentally. "Tomsk declared itself as
new Athens in Siberia long ago, it is sending to classical education, at the
same time it has an innovative view of modern problems", – he told.
"In our manifesto we come
to a conclusion that the big city doesn't mean "the smart city", its
expanding doesn't mean that it becomes better, more comfortable, more
convenient for life. <…> Often we don't notice a person, identity in this
city", – Bouchaud noted, having added that the document contains hundreds
of specific projects which are implemented in the different cities.
In his opinion, the manifesto
will be interesting to city activists, students, business, and ecological
groups. Bouchaud noted that the authors plan to organize discussions on
urbanistics in the different cities of the world including Tomsk. "It is
possible to discuss issues of ensuring mobility, city traffic, reconstruction
of houses, to do it not at the level of the power, but at the level of city
communities".
