TOMSK, Nov 29 – RIA Tomsk. Pharmaceutical production,
which is planned to be created in the territory of priority development (TOR)
in Seversk of the Tomsk region, can begin release of medicines based on heparin
in 2019, the deputy governor on economy Andrey Antonov reported on Tuesday.
Earlier it was reported that FMBA plans to organize
the project on production of heparin in TOR of Seversk. Creation of the
universal production block for release of substances of heparin and
low-molecular heparin and prepared dosage forms on its basis was supposed.
Heparin interferes with fibrillation and is applied to prevention and therapy
of thromboembolic diseases.
"On the pharmaceutical project. The company,
which realizes this project, constructed the plant in Nicaragua for over a year
– so there are technological practices. And we assume that the first batch of
pharmaceutical medicines can be in 2019. It may be noе exactly
"heparin", but it will be a part of the declared medicines", – Antonov told.
According to his information, the project investment
cost will make more than 1,5 billion rubles as it was planned earlier.
"Competences of FMBA of Russia – the St. Petersburg Research Institute of Vaccines and Serums are
used. Investments are discussed: will be either foreign, or joint business will
be created", – Antonov specified.

Also he reported that a part of the productions,
planned to implementation in TOR, are projects of the entities of Rosatom, a
part is of other investors. In general, the orientation of TOR is designated as
chemical and technological, however there are projects concerning the
construction sphere, the food industry and others.
Earlier it was reported that the Tomsk authorities
expect from the Government of the Russian Federation of the decision on
creation of TOR in Seversk at the beginning of 2017. TOR in Seversk is ready to
offer investors 12 platforms with a total area of 188,2 hectares. Eleven of
them are in the territory of the city and one (the area of 92,4 hectares) is
beyond its borders.
18 projects are declared for implementation in Seversk
TOR; some of them have strategic nature (production of beryllium, titanium
dioxide, ion-exchange pitches and others). The expected volume of investment in
TOR is more than 31 billion rubles (the general expected volume of investment
into three TORs in the closed cities of the Russian Federation – 55,8 billion).
Preliminary agreements
are signed on 17 projects.
