TOMSK, Dec 5 – RIA Tomsk.
Russian Venture Company (RVC) and Tomsk Polytechnic University (TPU) test
concept of University 3.0, assuming forming entrepreneurial competences and
active work on commercialization of scientists’ developments; agreement was
signed by rector of TPU Pyotr Chubik and Acting General Director of RVC Evgeny
Kuznetsov, press service reports.
It is noted that the agreement on cooperation
provides support of innovative business activity and development of a
technological transfer in the higher education institution, development of new
programs of training of highly qualified personnel, and also development of
scientific and research projects for the benefit of the National Technological
Initiative (NTI).
"The working program of the agreement
provides plan development and the beginning of transition of the Tomsk
Polytechnic University to the concept of University 3.0. The project of
transition will be realized in 2017 based on the department of the Elite
Technical Education (ETE) of TPU. The model will be applied in TPU in 2018-2019
and in other higher education institutions of Russia in the long term", –
representative of TPU adds.
According to the higher education institution,
within the agreement of RVC and TPU signed on Monday employees of TPU will look
for and actively support the developments having the high potential of growth
in the Russian and foreign markets, will be engaged in enhancement of system of
work with venture investors, and also will start fund of promotion of the TPU
projects. Besides, they will create a number of educational programs for school
students, bachelors and undergraduates and new scientific laboratories.

is creation of an entrepreneurial ecosystem. Higher education institutions,
which want to remain front lines in the future, shall be ready to deep
reorganization of the processes, to immersion in a competitive environment and
to education of competences, work-related in modern and future markets. The
Tomsk Polytechnic University is one of such higher education
institutions", – Kuznetsov is quoted in the message.
Chubik noted that the agreement with RVC
transfers participation of TPU in the NTI programs to the format of "road
map". "Participation in NTI is the key vector of development allowing
to strengthen considerably the potential of the higher education institution,
its role and leader line items in forming of new model of ecosystem of the
region and the country in general", – he noted.

University 3.0 is one of development steps for
higher education institutions in the concept of the NTI. At the first stage
(University – 1.0) higher education institutions represent platforms
broadcasting knowledge, where personnel is prepared, at the second they purchase
function of the centers of consulting service for the market. At the stage
"University 3.0" higher education institutions create entrepreneurial
competences, work on commercialization of scientists' developments is actively
conducted.
