The head of the Tomsk region summed up the results on "9 beacons"

TOMSK, Apr 20 – RIA Tomsk. The head of the Tomsk region Sergey Zhvachkin listed on Thursday in the annual report to the regional deputies progress and failures in realization of strategic points of growth of the region – the "nine beacons".

On Thursday the acting as the governor of the Tomsk region Sergey Zhvachkin submitted to the deputies of the regional duma and the public the report on results of work of administration of the region for the last five years. For the first time "nine beacons" were named by Zhvachkin in the similar report in 2013.

"Not all of them managed to be realized for these five years. But I also did not set such a purpose. These projects are called "beacons" because they are strategic directions for our region. It's silly to set ourselves and our team easy tasks. We have to solve complex challenges, setting a high level for ourselves", - Zhvachkin said.

"Institutes of development"

According to him, in 2016 in Tomsk was completed the construction of the industrial park. More than 1 billion rubles were allocated to the project. The total area of both platforms (Berezovaya and Severnaya) - is 138 hectares.

"Already today on Berezovaya, created for development of food productions, were attracted three residents. On "Severnaya" representatives of the chemical, metalworking, construction industry will accommodate. Here the status of the resident is already given to two companies", – Zhvachkin declared.

"To the Tomsk universities – the world status"

According to Zhvachkin, in this direction it was already succeeded to solve the minimum task: two Tomsk national research universities – Tomsk State University (TSU) and Tomsk Polytechnic University (TPU) – entered the project "5-100" (assumes the allocation of funding to improve international competitiveness – Ed.).

"The entering of TSU and TPU by 2020 the top 100 best universities of the world - is our maximum program, to which we are already going," - the head of the region emphasized.

"Roads and transport complex"

"We built the bridge through the river Vakh about which talked still in the eighties when I worked as the master in Strezhevoy … We did not just connect the Tomsk region with Yugra, but we connected Siberia with the Urals. We fulfilled the half-century dream of all our people from Strezhevoy", - said Zhvachkin.

Among achievements in this direction he called opening of the border crossing point at the Tomsk airport, increase of flights from Tomsk, reconstruction of Kamaevka-Asino-Pervomaiskoye highway, the launch of the program implementation on development of the agglomeration of Tomsk, Seversk and Tomsk district road network, and the repair of roads in the districts of the region.

"We changed the philosophy of road repair, and now the main task of road builders – is not to master budget money, but to change life of people... The problem of backwardness of transport system, quality of roads both in Russia, and in the Tomsk region of course already hardened, length even not in decades, but in centuries. And we are only at the beginning of the way to solve it", – Zhvachkin emphasized.

"Tomsk gas – to Tomsk citizens"

"I stood at the origins of the Tomsk gas program and I know that the development of the Myldzhinsky, Severo-Vasyugansky and other fields had to solve two problems. The first is – the creation of a new industry in the region. The second – is the gasification of the Tomsk region. We started it in 2012, signed the agreement with Gazprom, – he told.

According to the head of the region, for the five-years period, investments in gasification amounted to more than 5.5 billion rubles - 2 billion were budgetary funds, Gazprom's investments exceeded 3 billion.

"The number of direct consumers of natural gas in the Tomsk region increased by 10 thousand residents", – Zhvachkin told, having noted that the rates of gasification don't suit him, and one of the reasons of their decrease – non-payments of the enterprises for gas.

"Atomic breakthrough"

"Here we move forward, despite all the malignity. In Seversk at the platform of the Siberian Chemical Plant (SCP) construction of supermodern, safe skilled and demonstration power complex is well under way. This object – is the second life of both our SCP, and Seversk, and all peaceful atom", – the acting the governor told.

According to him, the project of construction of the module of a fabrication and start-up complex of refabrication dense mixed uranium - plutonium fuel is already developed. In the development stage – is the project of the reactor BREST-300 installation and the project of construction of the module of processing of spent nuclear fuel.

"Kindergarten – for every child"

"In 2015 we completely solved the problem of the chronic shortage of kindergartens. I remember my first working day on the governor's post very well. In the street I was met by mummies with carriages and they said "the governor, take the children and we need to work", – Zhvachkin remembered.

He reminded that along with execution of the state demographic program, the authorities started implementation of the regional program of development of preschool education system.

"That way our regional law on public-private partnership in the social sphere appeared. So we together managed to construct 35 kindergartens, to create in addition 12 764 preschool places. So I managed to interest in the project the head of Gazprombank Andrey Igorevich Akimov", – the head of the region told.

"Tomsk embankments"

"We carried out design and exploration work for a dam construction on the right bank of the river Tom. We conduct capital repairs of the main city (Lenin) avenue from Nakhimov Street to Lenin Square, including repair of retaining wall on Pochtamtsky Vzvoz and reconstruction of Ushayka river embankment. We put in order the historic center of Tomsk by extrabudgetary funds – the sponsor's help of Gazprom", – Zhvachkin told.

He noted that even in difficult economic conditions the authorities and gas workers fulfill the obligations and continue construction works.

"Academpark"

"We will construct the year-round center of sport and family rest by 2020. We have now prepared town-planning documentation, we carried out public hearings, sent the site planning for the approval. We also performed the main project works on a complex of small springboards and directed it to the state examination", – Zhvachkin noted.

He reminded that last year the ski roller route was put into operation. Now in Academpark active, comfortable and safe recreation is available to cyclists, scooters, fans of the Scandinavian walking, athletes.

"Nature economics"

"For the five-years period we increased preparation of wild-growing raw materials by more than 70%. And the total amount of this market in which nearly 3 thousand residents of our area work, in has made 1,2 billion rubles", – told the acting the governor.

He listed the most successful, in his opinion, projects in this sphere, among them – there are SAVA company, Siberian Cedar eco-factory and the Solagift company.

"We make more than 200 names of export production, and the international documents will allow our producers to significantly expand sales markets at the expense of the developed countries with the high level of consumer demand. Which means – to increase investments into production and to create new jobs", – Zhvachkin reported.
