Tomsk, Karina Sapunova. The authorities of the Tomsk region
hope that it will be possible to find the investor who will create the
woodworking enterprise in Pervomaisky district, on the platform intending for
the Green Factory project, the deputy governor on agro-industrial policy and
nature management Andrey Knorr reported on air of Russia-24 TV channel on
Thursday.
"Green factory" – is a sore subject that
inherited. There are still investors who are interested in it. Initially it
wasn't successfully designed on the location. <…> But they have a
platform in Ulu-Yul. Here can be opened production", – Knorr told.
He emphasized that if it is manage to find the
investor for this platform, then in Pervomaisky district new jobs will appear.
The deputy governor added that Binbank is currently
the owner of production facilities, but the authorities of the region "do
not leave the project on the sidelines".
Background
In 2006 LLC Investment Timber Industry Company (ITIC)
started the implementation of the project on construction of a large timber
processing complex "Green Factory" in the Tomsk region. It was
supposed that "Green Factory" will become one of the largest
wood-processing enterprises of the region.

After reaching the designed capacity in 2018, the
timber processing complex has to produce 151 thousand cubic meters of ground
wood chipboard per year. The estimated cost of the project was 1.13 billion
rubles.
In 2011, was brought an action on the fact of the
deliberate bankruptcy of the ITIC, as a result of which was caused a financial
loss to the lender JSC Binbank. ITIC received a loan from Binbank of 395
million. The case was sent to court in 2014.
One of the defendants in the case Sergey Kravchenko
was put on the international wanted list. Two persons appeared before the court
– the CEO of LLC ITIC Zoya Sukhareva and Vladimir Kravchenko (Sergey
Kravchenko's brother), holding senior positions in the affiliated companies.
According to the investigation, the defendants, using
affiliated organizations entering into ITIC holding company (which included the
ITIC), bought the equipment for the plant under construction at obviously
inflated price.
Also, according to the investigation, they withdrew
the assets of ITIC, created fictitious accounts payable to the organizations
belonging to the holding, thereby making ITIC insolvent, which allowed to go it
bankrupt later. The defendants pleaded themselves not guilty.
The Oktyabrsky District Court of Tomsk in early
December 2016 recognized Vladimir Kravchenko and Zoya Sukharev as guilty of the
deliberate bankruptcy of the "Green Factory" and sentenced them to
2.5 years and 3 years in the general regime colony, respectively.
