2 – RIA Tomsk.The International Forum "Energy of Universities for Municipal and Regional Development" ends on Saturday at TSU. Experts from 60 universities (40 – Russian, 20 – foreign) are trying to understand: how to increase the influence of university on development of digital economy and social sector of the regions? One's as
good as none
Opening the
forum, the rector of Tomsk State University Eduard Galazhinsky outlined a
common challenge for regions and universities: to gain a foothold on a new
technological and economic map, to remain on the market in the conditions of
fierce competition for talents. To do this, one must produce world-class
knowledge, quickly convert them into innovations and useful inventions.
"International
experience shows: those territories are most effectively develop where
constructive interaction of three key stakeholders – government, business and
universities is built, with the broad participation of civil society. It can be
called a triple spiral, or – golden triangle. And the strategy can't be advanced
administratively: it in many respects is informal work", – Galazhinsky
emphasized.

He added
that, according to analysts, there are up to 50 centers of production of new
knowledge and centers of the new economy in the world. Tomsk State University
and the regional authorities set an ambitious task - to join the number of
these 50 players.
Cluster
development
"The
territory of the new economy" – is, of course, not just a set of
engineering or infrastructure facilities. Evolution of concepts is well demonstrated
by the concept of "INO Tomsk 2020", which was presented at the
plenary session of the Forum by the Deputy Governor for Economy Andrei Antonov.
Due to the
first edition of the "INO Tomsk" project it was possible to build
many separate objects: the engineering center of the SEZ, the road junction on
Baltiyskaya Street and so on. Actualized in 2011-2012, the concept envisaged
the integration of the scientific and educational potential with the needs of
large industrial enterprises, as well as the development of a convenient urban
environment.
"Tomsk
– is the first city in Russia to sign a roadmap with Gazprom on expanding the
use of innovative products in the company's interests. The involvement of
scientists increased reliability, energy efficiency, resistance to extreme
temperatures and physical characteristics of a wide range of products, for
example, gas pipeline the "Power of Siberia", – Antonov gave an
example.

The basis
for implementing the concept – is industrial clusters in six sectors of the
economy. Thus, a "peculiar feature" of SMART Technologies cluster
become project alliances: associations of innovative companies from different
sectors, research institutes, universities to solve problems for specific
market niches, for example, in the field of technical sight, industrial
robotics.
"Just
the other day we formed two new project alliances: digital medicine and
technologies for smart city", – Antonov said.
How to get
to the library
The city
have to change not only intrinsically, but also physically. Within the
framework of the forum, for example, talked about a curious Oxford research,
the authors of which are trying to find the answer to the question: does the
"boxed" version of the arrangement of universities generate a "boxed"
style of thinking? How does the physical structure of the educational space
affect the desire to learn?
Eduard
Galazhinsky also gave an example close to Tomsk:
"A few
years ago we noticed that students had left the Scientific Library.
Understanding that it was impossible to solve new tasks in the old environment,
we completely changed the educational space: we created a 24-hour reading room,
made comfortable spaces for communication and classes, and now every six months
we have to buy a new furniture. And even received the first complaint: a
student lacked the place in the library".
Work with
spaces will continue, so, on the territory of the University Grove, the first
new object should appear - "InnoCube" made of wood and glass. Part of
it will be equipped for the work of students, part of the premises will be
occupied by Gazprombank.
"These
are the new spaces of the 21st century, the catalyst for the project activity.
We suppose that this is the place where students will work on new digital
projects, where there are mentors, partners, companies. This will be a kind of
incubator in the field of digital projects at the junction of education and
banking products", – Galazhinsky said.
Also, the
rector of TSU informed that in the beginning of December there will be a
presentation of the program for the preparation of new research managers for
the entire scientific and educational complex of the region. It was created
with the support of the regional administration and is implemented within the
SMART Technologies cluster. From next year in Tomsk they will begin to
cultivate modern managers in international science.
"So we
are going wide front", – Galazhinsky concluded.
