RIA Tomsk. Tomsk universities to realize Scientific and
Technological Development Strategy of Russia (STDS), united in work and
remaining legally independent institutions, TASS reports with reference to
chairman of Council of Tomsk Consortium of Scientific and Educational
Organizations Association, rector of Tomsk Polytechnic University (TPU) Petr
Chubik.
According to the agency, the
STDS is approved by the president and is aimed at the formation of a modern
management system in the field of science, technology and innovation. The Tomsk
and Novosibirsk regions become pilot regions, which will develop two different
models for its implementation. Within the framework of the Tomsk model – it is
a basic large university or an association of universities and startup
communities around them as the basis for innovative development.
"Choosing the Tomsk
region as one of the pilot regions for the implementation of the Scientific and
Technological Development Strategy of Russia provides a unique opportunity for
the leading Tomsk universities, including TPU", – Chubik is quoted in the
message.
The rector considers that the
total potential of Tomsk universities and academic institutions are
approximately equal to Moscow State University. And now it's time to implement
the model of association of Tomsk higher educational institutions under a
single brand – "Tomsk University" ("UniTomsk").

As Chubik explained RIA Tomsk,
an example of such an association could be a model implemented in France, where
12 engineering universities from Paris and its suburbs merged in 1991 under the
brand ParisTech – Paris Institute of Science and Technology. Today it is one of
the world's most powerful scientific and educational centers.
"Independent
universities, while retaining separate legal entities, unite a part of their
resources for the solution of common problems. "UniTomsk" higher
education institutions association – are unified principles of educational
policy, joint global competitively-oriented educational programs and scientific
research, expedient and mutually beneficial integration of material,
infrastructure, human resources and much more", – the rector said.
He emphasized that at the same
time the independence, uniqueness and integrity of each university is
preserved. The issue of management – is solved. "ParisTech, for example,
is controlled by the president and is supervised by the council consisting of
representatives of each founder institution", – the rector added. In his
opinion, over time, a single brand will be established in the world – "Tomsk
University" (in the English version – UniTomsk), which will allow to
position Tomsk as one of the largest scientific, educational and innovation centers
not only in the country, but in the world.
"Of course, all of us,
both Tomsk State University, and TPU, and other Tomsk universities, have to
renounce a part of our ambitions, but no one will take the history of each
Tomsk university, and the chance at a new stage with the support of the state
to start creating of a common history, make a significant contribution to the
implementation of the Technological Development Strategy of Russia – it is
necessary to be used", – the rector said.
