11 – RIA Tomsk. Tomsk lawyers published the guide book "How to do business in Russia" in the Russian and Chinese languages; it is intended for the
Chinese businessmen who insufficiently well understand specifics of Russian
law, and will be distributed for free, the director of the company "LL.S-Law"
Dmitry Lizunov reported to RIA Tomsk.
According
to him, the guide book "How to do business in Russia" is published in
the Russian and Chinese languages. The edition purpose is to tell foreign
investors about how correctly and lawfully to do business in Russia in the
simplest form. Information is stated on the example of the Tomsk region having
wide experience of implementation of business projects with participation of
the foreign capital.
"The
unique guide book for the Chinese investors about work in Russia was obtained.
The legal cultures of China and Russia developed in different conditions and …
differ. The Chinese business is based on traditions and strict hierarchy
("the chief is always right"). We often observe how the Chinese businessmen
make dangerous mistakes at adoption of administrative decisions on ignorance or
misunderstanding of the importance of our internal laws", – Lizunov told.

It leads to
isolation of the Chinese: they begin to build Chinatowns because they don't
understand how to be integrated into local reality. The guide book has to help
with it: it is told about the existing tools of state support of investors in
the Tomsk region and the Russian Federation in the book, excerpts from the
Russian normative legal acts are given, algorithm of actions for registration
of business and hiring of personnel is stated, taxation bases are explained,
Lizunov noted.
"The
guide book will extend in two ways: downloading through the link on the
websites of the administration of the Tomsk region and our firm and by the
organization of lectures in Chinese on the guide book materials. We already
gave trial lectures on the basis of TSU", – the interlocutor of the agency
added.
He also
reported that creation of the guide book was supported by the Minpromtorg of
Russia, the administration of the Tomsk region, the Tomsk State University. The
Russian-Chinese company "Sibirles" acted as the partner of the
project. Lawyers of "LL.S-Law" and partners of the company became the
authors, native speakers helped with the translation.
