TOMSK, Oct 10 –
RIA Tomsk. Project of French group Veolia and Russian
Direct Investment Fund (RDIF), intended to create enterprise for investment into
water and sewer economy of Tomsk, will promote achievement of maximum
efficiency of investment agreement of Tomskvodokanal with the mayor's office
for 6,5 billion rubles till 2040, press service of enterprise reported.
According to the press service
of Tomskvodokanal, the agreement works between the enterprise and the mayor's
office of Tomsk under which nearly 6,5 billion rubles have to be invested in
water and sewer economy of the city until the end of 2040, 1,43 billion are
already enclosed in 2011-2018. According to the website of RDIF, public
foundation and Veolia declared intention to create joint venture the day before
which first project will be investments into the Tomskvodokanal company.
"Public and private
partnership will at least strengthen financial obligations of LLC
Tomskvodokanal. Veolia can begin work in the conditions of more worked
concession legislation which is accurately fixing sources of return of
investments", – Tomskvodokanal commented on the project.
The Tomsk company expects that
if the Veolia and RDIF project is realized, the existing investment agreement
between the mayor's office and LLC Tomskvodokanal will reach maximum
efficiency.
"Joint participation of
Veolia and the largest state investment foundation in the Tomsk project still
has to undergo a number of necessary coordination as it is provided by the
Russian legislation. So far only the framework agreement which, considering the
partner represented by RDIF, certainly, speaks about serious intentions is
signed", – it is added in Tomskvodokanal.
Earlier it was reported that
the French Veolia was the owner of the LLC Tomskvodokanal founder company to
whom water and sewer networks of Tomsk were leased until 2040. Veolia left the
Tomsk project in 2014 because of insufficient development of the question of
protection of investments in the Russian sector of housing and communal
services.
According to the website of
RDIF, except investments into water and sewer economy, Veolia and RDIF discuss
a possibility of investments in modernization of system of utilization of
harmful waste and sorting of garbage in Tomsk and integrated management of
municipal systems in other Russian regions.
