TOMSK, Nov 25 –
RIA Tomsk. Tomsk industrialists with the participation of
regional scientists supply equipment 15 billion rubles worth to the five
largest Russian companies in 2019, the governor Sergey Zhvachkin at Tomsk State
University (TSU) at research and educational center (REC) presentation to the
President of the RAS Alexander Sergeev, RIA Tomsk correspondent reports.
It was previously
reported that by 2024 at least 15 world-class research and educational centers
(RECs) should be created in the Russian Federation based on the integration of
universities, scientific organizations and enterprises in the real sector of
the economy. The Government of the Russian Federation included Tomsk among the
20 cities where the conditions for the formation of the REC were formed. Tomsk
did not get to the number of "pilots" of the project, along with
other applicants it will have to go through competitive selection in 2020. It
was also reported that the President of the Russian Academy of Sciences arrived
in Tomsk to celebrate the 50th anniversary of the Tomsk Scientific Center of
the SB RAS.
Presenting the
Tomsk REC project on November 25, Zhvachkin said that the region had already
begun to actively participate in import substitution in 2012: "We managed
to convince the management of Gazprom, Gazprom Neft, Inter RAO, Rosseti, Sibur
that the Tomsk region has industrial and, most importantly, scientific and
educational potential for creating high-tech equipment".
"According
to our estimates, this year Tomsk industrialists will supply the five largest
Russian companies with equipment worth more than 15 billion rubles. <...>
We would not have achieved these results without active participation in the
roadmap to expand the use of Tomsk products and our technologies universities
and academic institutions", – the head of the region noted.

In turn, Sergeev
noted that it was precisely in the matter of cooperation with the real sector
that Russian scientists lag significantly behind their foreign colleagues. This
is reflected in investments in science: compared with China, the difference in
investment is one in ten. According to him, academic institutions of the
Russian Federation currently receive 70% of revenues from the state, and only
30% – from industrial partners.
"REC – is a
triangle: industry, science and education. The main thing in this triangle is
the high-tech industry that wants to make a product with maximum added value
... REC in the form in which it is promoted by the leaders of science and
education (in the Russian Federation), here (in the Tomsk region) already
exists and, perhaps, exists better than others in the country", – Sergeev
noted.
