TOMSK, Dec 2 – RIA Tomsk. The Governor of Tomsk region Sergey Zhvachkin opened a strategic session on the "Big University" project at Tomsk State University (TSU); rectors of all Tomsk universities and the head of Moscow School of Management "Skolkovo" Andrey Volkov take part in it, the press service of the regional administration reports on Monday.
Earlier it was reported that the project "Big University" was planned to be launched in Tomsk by 2020. It will involve all universities and research institutes with the preservation of autonomy and legal independence. The appearance of the "Big University" is necessary to win the competition for the creation of a world-class research and educational center (REC).

In his speech the governor emphasized that the implementation of the "Big University" project does not imply a legal union of universities and research institutes of Tomsk. This is about a synergy of scientific and educational opportunities, an example of which are the scientific and educational systems of Oxford and Stanford.

“I believe that Tomsk science should be more visible, and this is one of the main goals of the project. Business should have one entry point for the implementation of research and development. Tomsk region - is one of the few regions of Russia that can move science and technology taking into account interdisciplinarity”, - the press service quoted Zhvachkin.
It was previously reported that by 2024 at least 15 world-class research and educational centers (RECs) should be created in the Russian Federation based on the basis of integration of universities, scientific organizations and enterprises in the real sector of the economy. The Government of the Russian Federation included Tomsk among the 20 cities where the conditions for the formation of the REC were formed. Tomsk did not get to the number of “pilots” of the project, along with other applicants it will have to go through competitive selection in 2020.
About the "Science" national project
Currently the "Science" national project is being implemented in the Russian Federation. Its key goals – are to ensure the presence of the Russian Federation among the five leading countries of the world engaged in research and development in areas defined by the priorities of the scientific and technological revolution, ensure the attractiveness of work in the Russian Federation for leading Russian and foreign scientists, increase domestic spending on research and development.
It includes three projects: "Development of scientific and research and production cooperation", "Development of advanced infrastructure for research and development in the Russian Federation" and "Development of human resources in the field of research and development".
About the "Education" national project
Now the "Education" national project is being implemented in the Russian Federation. Its key purposes - are to ensure global competitiveness of Russian education, inclusion of the Russian Federation into the number of 10 leading countries of the world on quality of the general education, education of harmoniously developed and socially responsible personality on the basis of spiritual and moral values of the people of the Russian Federation, historical and national and cultural traditions.
It includes ten projects: "Modern school", "Success of each child", "Support of families with children", "Digital educational environment", "Teacher of the future", "Young professionals", "New opportunities for everyone", "Social activity", "Education export" and "Social elevators for everyone".
