TOMSK, Jun 14 – RIA Tomsk. Admission campaign at
Tomsk universities start on June 20, one can apply to any university
online. For those who do not qualify for free tuition there is a way –
to get a paid education. Who is the most expensive and cheapest to study
to be in Tomsk, how USE scores can turn into discounts and why diploma
price is just that – in RIA Tomsk material.
Earlier it was
reported that at the end of May at a meeting of the Council of the
Tomsk Consortium of Universities and Scientific Organizations all six
universities of Tomsk decided not to raise the cost of training in the
2020-2021 academic year, in order to, first of all, support students who
independently pay for their studies. Relevant orders have been issued
at all universities.
According to representatives of Tomsk
universities at a press conference on the admission campaign of 2020,
documents from applicants this year will be accepted online. In
addition, creative tests in the areas of "Journalism" and "Literary
Creativity" at Tomsk State University (TSU) will be held remotely, the
fate of the "creative tests" in five other areas of study at the
university is still unknown.
When the admission campaign
will end, it is also unknown yet, since there is no information about
the completion of the calculation of the USE results. Tomsk universities
tentatively expect that it will end in the second or third decade of
August. Recall that this year graduates will begin to pass the exam on
July 3. In addition, due to the COVID-19 pandemic, only those who intend
to enter the university will pass the exam.
Points turn into discounts

average price of one year of study under the bachelor's degree programs
at Tomsk Polytechnic University (TPU) – 204,5 thousand rubles,
specialist – about 231 thousand rubles, masters – 222,7 thousand rubles.
These are the highest prices in comparison with other higher education
institutions of Tomsk.
The cheapest specialty at
Polytechnic is "Applied Mathematics and Computer Science", which costs
almost 179 thousand rubles a year. The most expensive direction, as
before, is "Design" – 295,4 thousand rubles per year.
However,
TPU provides a system of discounts at the expense of extrabudgetary
funds of the university. This year, applicants who have scored a minimum
threshold of 170 points or more will be able to take advantage of them.
The discount rate for each training area is different and has not yet
been finally established. However, the basic rule is already clear: the
more points an applicant can score, the greater will be a discount.
As
TPU vice-rector for academic affairs Mikhail Solovyov explained, the
cost of studying at universities is calculated, first of all, on the
basis of how much the state incurs to provide one state-funded place for
this specialization at the university.
“There are
normative costs, which include, for example, teachers' salaries,
salaries of other staff, expenses for organizing internships,
maintaining university facilities, and so on. Next, there are correcting
coefficients, they mainly reflect the characteristics of the regions:
the cost of utilities, the average level salaries in the region", – he
said.
Creativity is worth a lot
The
most expensive specialties at Tomsk State University are creative. So, a
year of study at the bachelor's degree in such areas as "Design",
"Literary Creativity, "Graphics", "The Art of Concert Performance",
"Artistic Direction of Symphony Orchestra and Academic Choir" and "Music
and Theatre Art" will cost 252 thousand rubles.
For 142,8
thousand rubles a year, one can study at a TSU to be a mathematician,
psychologist, economist, political scientist, linguist, and so on – this
is the so-called "cheap" group of university specialties.
The
"tariff" for studying at a university master's degree programs is
slightly higher than at a bachelor's degree – from 154,3 thousand rubles
to 273 thousand rubles.
"In addition, it should be noted
that the cost for students from foreign countries is traditionally 20%
higher. And TSU programs implemented in English can be singled out as a
separate group, the cost of which ranges from 231,5 thousand rubles to
346.7 thousand", – said the head of the TSU department of paid
educational services Yulia Yakimova.
But TSU students also
have the opportunity to "reduce" the amount of payment. One of the
conditions for reducing the cost of training – is the inclusion of a
specialty in an appropriate order. Another way to get a discount from
10% to 30% – is to get a USE score approved by the university. So, in
2020, biologists, geologists, chemists, radiophysicists, philologists,
philosophers and others will be able to take advantage of these
discounts.

Discounts are provided for already "active"
students. So, for two or more "red" sessions, a discount of 25-50% per
semester is required. "When passing two sessions in a row is "excellent", the cost of training in the next semester decreases by 25%,
and when passing three sessions in a row is "excellent" – the reduction
in the amount of payment in the next semester is 50%", – Yakimova
explained.
TUSUR compensates
At
Tomsk State University of Control Systems and Radioelectronics (TUSUR)
the average price for training in almost all specialties in the
2020-2021 academic year is 130-133 thousand rubles, with taking into
account the special discount provided by the university at its own
expense. Without it, tuition would cost students 142-162 thousand
rubles.
The most expensive direction for bachelor's degree
programs is – "Technical Maintenance of Transport Radio Equipment",
training costs 311,2 thousand rubles here, and with a special discount
from TUSUR – 265,3 thousand rubles. The average "price tag" in most
technical and IT areas of bachelor's, master's and specialist degree
programs is 142-162 thousand rubles.
"Students using the
university support program will be able to pay exactly 130 thousand
depending on the chosen direction or specialty. However, the right to
partial payment at the expense of TUSUR’s funds is granted only to
applicants with a total of 160 points or more", – explained the press
service of TUSUR.
In addition, the support program does
not apply to the humanitarian, economic, legal areas of bachelor's
degree programs: the cost of training here will be slightly more than
133 thousand rubles.
How much to pay to learn how to build
According
to the website of Tomsk State University of Architecture and Building
(TSUAB), for 155,2 thousand rubles a year one can study at the
university in the specialties "Reconstruction and Restoration of
Architectural Heritage", "Design of the Architectural Environment",
"Applied Informatics", "Engineering Environmental Protection" and
others.
The same money costs a year of study at the
bachelor's degree program in the most popular areas of preparation at
TSUAB – "Architecture" and "Construction". The cost of education in
master's degree programs of full-time education in these areas is almost
165 thousand rubles.
The most expensive areas of
training, like previous years – "Oil and Gas Business" and "Land
Management and Cadastres", they will cost 187,1 thousand rubles a year.
This year TSUAB has not yet been decided on the system of discounts.
Still "expensive" dentists
According
to Svetlana Gusakova, executive secretary of the admissions committee
of Siberian State Medical University, over the past five years, SSMU has
been the leader in the number of state-funded places among medical
universities beyond the Urals. So, in 2020, they will be able to accept
814 "state employees". In addition, this year the number of target
places was increased to 391.
"Targeted training
(employer-sponsored education) – is an opportunity for applicants to
enter the Siberian State Medical University for free under a targeted
training agreement with a medical / pharmaceutical organization, which,
in turn, is guaranteed to receive a specialist for work", – she
explained.
Those who do not have enough state-funded and
target places can study for a fee. The most expensive area of study at
the university for several years remains "Dentistry": one will have to
pay 215,3 thousand rubles a year for it. The cheapest specialty in
Siberian State Medical University – "Clinical Psychology" – will cost
148,3 thousand rubles annually.
This year, for
convenience, a quarterly payment was introduced at Siberian State
Medical University, and with the system of reducing the cost of training
for students entering the university, "payers" has been working at the
university since 2018.
"The size of the cost will depend
on the points scored according to the exam results and entrance tests
and individual achievements, that is, the one who has passed the
entrance exams better will pay less for the training. For example, the
price of the specialty "Medicine" is 205,5 thousand rubles but with 210
points or more, it will be reduced by 30% and amount to 143,9 thousand
rubles", – Gusakova said.
TSPU: all for 140 thousand
In
order to learn for a teacher for a fee, it is necessary to pay 140,7
thousand rubles a year – that is how much the majority of areas of study
at Tomsk State Pedagogical University (TSPU) will cost. For this
amount, one can become a teacher of the Russian language, physical
education, and mathematics – in a word, a teacher of any subject, as
well as an economist, manager, linguist, and so on.
The only exception is – "Information Systems and Technologies". Here a year of training costs 161 thousand rubles.
