construction of the Tomsk inter-university campus has been developed and sent
for approval to the government of the Russian Federation; the document will be
publicly presented by April 1, 2021, Deputy Governor for Economy Andrey Antonov
told RIA Tomsk on Monday.
Earlier it was reported that in 2019 the regional
administration, VEB.RF and the Ministry of Science and Higher Education agreed
on the implementation in Tomsk of a pilot project for the construction of an
inter-university campus for 20 thousand students. The Tomsk authorities were
going to present a roadmap to realize a large-scale project that would cost
about 15 billion rubles in February 2021. The campus will be located on the
left bank of the Tom river near Tomsk.
"Until April 1, we are waiting for the approval
of the roadmap by the government of the Russian Federation. The consideration
period has been extended due to the fact that it is necessary to work out
additionally with the ministries. Work is underway, and we hope that we will
see this roadmap by April 1," Antonov said.
It was also reported that, along with the
architectural concept of the campus, the project roadmap will be presented for
public discussion in the spring of 2021. The authorities have repeatedly
stressed that the campus is a key project for the Tomsk region, with which it
can declare itself at the federal level and attract billions of rubles in
investments.
It was planned that the Tomsk campus is not just a set
of dormitories. It should also include buildings for classes, joint
laboratories in which the scientific and educational complex, academic
institutions, IT companies, state corporations, and other infrastructure
facilities will participate.
The project is planned to be implemented in the format
of a public-private partnership. In February 2021, after its presentation at
the Gaidar Forum, the Granit group of companies (formerly called SPb-Granit)
announced its interest in building the campus, which in 2014-2019 carried out
the first stage of reconstruction of the Ushaika embankment near the Big
Concert Hall of the Tomsk Philharmonic.
