TOMSK, Sep 13 – RIA Tomsk. Rector
of Tomsk State University (TSU) Eduard Galazhinsky proposed to create a
national initiative in the field of education quality – an assessment
system based on the best practices of Russia's leading universities; the
idea was announced by the rector on Monday at a round table with
Russian Minister of Science and Higher Education Valery Falkov.
The
round table was held in Moscow. The research "Quality of Education in
Russian Universities: What We Have Learned in a Pandemic", conducted by
scientists from 13 universities, was presented there. It contains the
results of sociological research, an analysis of the practices of
Russian and foreign universities, and factors for improving the quality
of education in the context of the transition to a mixed learning model.
"Those
13 best practices that universities collected show that the pandemic
has shown unevenness: there is a risk - strong universities become even
stronger, and weak ones – even weaker (in terms of the quality of
education). We have a proposal to create a national initiative for the
quality of education", – Galazhinsky said.
He explained that
this is about a certain system, which "in a recommendatory sense will
allow any university to build a systematic work in improving the quality
of education".
"Communication with students and
employers, how to conduct and evaluate the self-evaluation twice a year,
which technologies and methods to use, and how to discuss the results
within the university – this is the minimum set of steps for any
university. The universities included in the Priority 2030 program could
support this initiative, and together they could put together a tool
that would help improve and maintain the quality system", – the rector
emphasized.

Minister Falkov, in turn, supported the
proposal: "I think the initiative is relevant and timely. The most
important thing is the demand of society and employers. We can see what a
large number of opinions (employers) as to whether graduates are
prepared or not. Therefore, the initiative should definitely be a
national one and should come from universities".
He added
that the TSU proposal should be submitted in the form of a document by
the end of the year: "It should also be clear to society. We are, after
all, speaking in professional language. It should be clear to everyone
what is behind the national initiative of the quality of higher
education".
