diplomats intend to travel to the South Korean twin city of Tomsk Ulsan
in November to sign a memorandum on cooperation in various areas;
pandemic restrictions in Korea may hinder this, but the regional
authorities are determined, the head of the regional department of
international and regional relations Alexey Stukanov told.
It
was reported earlier that the authorities of the Tomsk region had
expressed their intention to send a medical delegation to Ulsan in 2020
after opening the borders and stabilizing the COVID situation in the
world to learn from local experience in successfully fighting the virus.
"Yes,
we are going (to Ulsan in November). We want to sign a memorandum.
Everything that was discussed before, we are now trying to implement. We
are looking forward to a long-term cooperation – both on COVID-19 and
on the forest. If we do not have time to do something now, we will do it
later. The main thing is to make sure everything goes smoothly, because
there are difficulties – no one has cancelled pandemic restrictions
yet", – Stukanov said.
According to open sources, South
Korea now has restrictions similar to those imposed in the Russian
Federation such as wearing of masks, catering and other
restricted-capacity service establishments. It may also be necessary to
register with a QR code-based contact tracing system. Foreign nationals
who have not been vaccinated against COVID must undergo a 14-day
quarantine on arrival.
Ulsan is a South Korean city in the
southeastern part of the Korean Peninsula. According to open sources,
it is the country's largest industrial city, known as the "economic
capital of the Republic of Korea". Its population is 1.178 million (as
of 2013). It has been Tomsk's twin city since 2003. It was previously
reported that Tomsk hosted the head of Ulsan City Hall's international
department in December 2019. A return visit was planned.
