TOMSK, Sept 14 – RIA Tomsk. The governor of Tomsk region Sergey Zhvachkin suggested to make the changes in the migratory legislation at a meeting with the Foreign Minister of Russia Sergey Lavrov simplifying entrance for foreign workers, participating in the interstate investment projects, the press service of the regional administration reported.

The example of such interstate project is Russian-Chinese wood processing complexes.

"Cooperation with China in the forest sphere will allow us to create thousands of new workplaces, to revive the Soviet volumes of preparation and processing of wood. <…> In spite of the fact that in the sphere of wood processing we create workplaces generally for residents of Tomsk region, for the Russian citizens, absolutely without participation of the Chinese qualified specialists", – the head of the region declared.

However he noted that now for obtaining of the work permit in Russia a foreign citizen has to confirm knowledge of Russian, knowledge of history and bases of the legislation of the Russian Federation even if a Chinese serviceman arrives to the Russian Federation just for some months. It complicates the process.

"I consider that if foreign citizens are attracted for short term at some stages of creation of production objects within large-scale interstate investment projects, they need to facilitate entry into Russia", – the head of the region noted.

In 2011 the Russian-Chinese JSC RosKitInvest began construction of WPC in Asino, later the project included the Chinese state corporation AVIC Forestry. It is planned to construct 10 wood-processing plants which value is 30 billion rubles till 2022. The first plant – production of an interline interval opened in February, 2015. About 5,5 thousand workplaces have to be created In total in WPC, now about 2 thousand people already work there.

Besides, the Chinese investors of Xinjiang Zhongtai Group, Xinjiang Fulida Fibre and RosKitInvest plan to construct pulp and paper mill which power is 500 thousand tons of not bleached cellulose, sawing plant which power is 500 thousand cubic meters and thermal power plant which power is 12 MW in the Verkhneketsky area. The volume of investment will make about 50 billion rubles.
