region expect an increase in the investment volumes in the oil and gasindustry by 5-6 billion rubles; with financing of national projects, the
total volume should reach 100 billion rubles, the press service of the
regional administration reports on Wednesday with reference to the
deputy governor for economy Andrey Antonov.
Earlier it was
reported that oil production volumes in the Tomsk region has been
reducing for five years. If in 2014, 10.8 million tons of oil were
produced in the region, then in 2017 – 9.8 million tons. According to
the regional statistics office, crude oil production in the first six
months of 2018 in the region fell by another 11.1%.
It was also
reported that in December 2018, deputies of the Legislative Duma of the
Tomsk Region adopted a regional law entering tax incentives for oil and
gas companies investing in the development of production in the region
(property tax rate will be 0.2% instead of 2.2% for property created and
purchased after January 1, 2019). The exemption will be valid until
2024.
"Thanks to the new law, we additionally expect 5-6 billion
rubles of investments this year (in the oil and gas sector - Ed.). The
positive result will be also affected by the implementation of national
projects. The goal for this year - is to reach a figure of 100 billion
(rubles of investments in the regional economy)", – the press service
quotes Antonov.

It is noted that in order to take advantage of the
property tax concession, a subsoil user company must extract at least 4
million tons of oil per year in the region and invest at least 5
billion rubles in the development of its own production facilities.
According to open sources, in the Tomsk region only the "Tomskneft"
company meets these criteria.
It was also earlier reported that
the volume of investment in projects of the Tomsk region in 2017
decreased to 95 billion rubles due to the reduction of investment
programs of subsoil users and the macroeconomic situation. In 2018, the
total investment in investment projects in the region was expected at
the level of 90-100 billion rubles.
