Russian-Chinese Center for Innovation Assessment to be created in TPU

TOMSK, Dec 15 – RIA Tomsk. Tomsk Polytechnic University (TPU) and Chinese Academy of Science and Technology for Development (CASTED) agreed about of analytical center creation in Tomsk University where assessment of social and economic consequences of new technologies introduction will be; it is created within "One Belt One Way" project, press service of university reports.

Earlier it was reported that the People's Republic of China declared the new strategy of economic development "One belt One Way" in 2013. The project is directed to creation of infrastructure and establishing interrelations between the countries of Eurasia. Within the project in June 2017 TPU and the Chinese Academy of Science and Technology for Development (CASTED) signed the memorandum of intentions on cooperation development.

It is specified that on Friday the rector of TPU Petr Chubik and the president of CASTED Hu Zhijin signed the agreement on creation of the Russian-Chinese analytical center on the basis of TPU. CASTED is the analytical center of the Ministry of Science and Technology of China which is responsible for development of strategic decisions in the sphere of scientific and technical policy of China.

"The center will be engaged in collection of data on the made and planned scientific and technology decisions, to estimate already made decisions from the point of view of their economic, social, cultural and other influence, to do the forecast of favorable and negative consequences of technology solutions for all territories", – it is said in the statement.

It is noted that techniques of assessment of social and economic consequences of technologies (Technology Assessment) and the principles of responsible researches and innovations (RRI) will be used for assessment and forecast. It is a new approach which consists of anticipation of potential applicability of technology, compliance to its social expectations, assessment of possible long-term consequences.

It is added that TPU has a number of advantages for creation of the center: geographical proximity to zones of the planned overland way "One Belt One Way", experience of carrying out similar researches and the established relations with the Chinese side. In particular, TPU delivers a system of examination on the basis of betatrons to the Chinese companies.
