TOMSK, Aug 29 – RIA Tomsk. Tomsk State University (TSU) got the right to award scientific degrees independently; relevant decision is posted on the website of the Government of the Russian Federation. The university will begin to award own scientific degrees since September 1, 2020, the representative of the press service of the university explained RIA Tomsk on Wednesday.
According to the website of the Government of the Russian Federation, the prime minister Dmitry Medvedev by his order, introduced the TSU and the St. Petersburg Polytechnic University in the list of the scientific and educational organizations which are granted the right to award academic degrees independently.
"TSU got the right to award own degrees, but preparation time will be required. The Ministry of Education and Science will define the list of the directions in which there will be defense of theses, then the university will close the dissertation councils created by the Higher Attestation Commission and will open their own. The university has two years for all of this … TSU will begin to work since September 1, 2020 on the new system of award of degrees", – the representative of the university explained RIA Tomsk.

She added that it is planned to prepare not only the Russian, but also foreign candidates and doctors of science in TSU if their research is conducted in the territory of the Russian Federation. Within this strategy the first defense of a thesis on receiving degree of PhD TSU on historical sciences took place on August 27 at the university which was received by the graduate of a postgraduate study of the Faculty of History from India Suprit Singh Seti.
"The right to award own scientific degrees speaks about that TSU comes to the international level of work, and degree of the university is quoted in any country", – the Vice Rector of the university for Academic Research Ivan Ivonin noted.Earlier it was reported that the government approved the list from 19 Russian universities and four scientific organizations in 2017 which acquired the right to award academic degrees of candidates and doctors of science independently. This list included Tomsk Polytechnic University.
