TOMSK, Apr 3 – RIA Tomsk. Authorities of the Tomsk region need to approve
problems of realization of strategy of the scientific and technological
development (STD) and to update the road map of the INO Tomsk project, having
relied on applied researches and developments, the press service of the region
administration with reference to the governor Sergey Zhvachkin reports.
Earlier it was reported that the Tomsk and Novosibirsk regions were
chosen as pilot regions on realization of strategy of the scientific and
technological development (STD) of Russia in March 2018. Two different models
of realization of strategy will be fulfilled in the regions. Within the Tomsk
model it will be association of universities and a startup community around
them as a basis for innovative development.
According to the press service, the meeting on realization of the
strategy of the scientific and technological revolution took place on Tuesday,
April 3, in space of collective work "Boiling point" in Tomsk.
Opening the meeting, Zhvachkin emphasized that the Tomsk region has everything
for the status of the pilot region, and due to new opportunities it is
necessary to approve problems of realization of the strategy of the scientific
and technological revolution and to update "road map" of the INO
Tomsk project.
"We need to rely not on megainstallations and laboratories for
billions, but on applied researches and developments. We have to have three
main characters – scientist, engineer and hi-tech business. A basis of
realization of the strategy are research teams capable to work with
industrialists who can transfer and introduce new technologies in
production", – the governor is quoted in the message.
The strategy of the scientific and technological revolution of Russia
was approved by Vladimir Putin on December 1, 2016. It is directed to formation
of a modern control system in the field of science, technologies and
innovations, ensuring innovative appeal of the sphere of research and
development.
Earlier it was reported that in 2011 the Government of the Russian
Federation approved the concept of creation in the Tomsk region "Center of
Education, Research and Development" ("INO Tomsk 2020"). The
prime minister of the Russian Federation Dmitry Medvedev approved changes
in "road map" of "INO Tomsk": in particular, participation
of the universities, scientific organizations and companies of the region in
realization of the National technological initiative was expanded.
