TOMSK, Jan 6 –
RIA Tomsk. Construction of Expocenter and
Engineering Center in the special economic zone (SEZ) "Tomsk" will
begin after estimated cost updating and state examination passing; it is
planned to complete Expocenter by the end of 2021, and the Engineering Center –
by mid-2023, the deputy governor for economy Andrey Antonov said in response to
RIA Tomsk request.
Earlier it was
reported that the transfer of powers to manage SEZs from the federal to the
regional level began in the summer of 2017, and therefore the construction of
the Expocenter and the Engineering Center, which began in 2015, was stopped. It
was planned to complete the transfer of powers in August 2019. To complete the
construction of all facilities, the management of the SEZ planned to attract
about 2 billion rubles.
The process of
transferring powers and property of the SEZ from the federal to the regional
level has been delayed and continues to this day, Antonov said in a letter.
During this work, the management of the Tomsk SEZ and the regional authorities
are trying to find funds to complete all the unfinished objects in the special
economic zone, including the Expocenter and the Engineering Center.
"Within the
framework of the process (of the transfer of the SEZ property to the regional
ownership) an additional issue of shares was carried out in the summer of 2019.
During this issue, objects of completed and unfinished construction, as well as
most of the funds for completion of construction of unfinished facilities, have
been transferred to the balance sheet of the managing company JSC
"Technology Innovative SEZ "Tomsk", – is said in the
response.
In addition to
the resumption of construction work at the two largest SEZs "unfinished
construction projects" – the Expocenter and the Engineering Center, it is
planned to complete the construction of engineering infrastructure facilities
that were also frozen (power station, power transmission line, boiler room,
engineering communications) using funds raised during the additional issue of
shares. There are enough funds for their completion. But on the main
construction facilities of the SEZ they will still need to be searched
additionally, Antonov said.
"At
present, there is a process of resolving the issue of financing in full the
construction of the Expocenter and the Engineering Center ... With taking into
account all the circumstances (the need to update the estimated cost and
passing the state examination), it is planned to build the Expocenter by the
end of 2021, and the Engineering Center – by mid-2023", – says Antonov's
answer.
Earlier it was
also reported that the volume of investments of residents of the
"Tomsk" SEZ in their production during its existence reached by the
end of 2018 of the budget costs for the construction and development of the SEZ
– 14 billion rubles. At the end of 2019, 45 resident companies were registered
in the "Tomsk" SEZ.
