The signing of the memorandum on the creation of the Far East Multi-University took place on Thursday; 15 universities of Russia became participants of the network project, including two from Tomsk - classical (TSU) and polytechnic (TPU). The signing of the memorandum on the establishment of the multi-university took place on Thursday, July 23, in the format of an online conference. Its participants were the head of the Ministry of Science and Higher Education of the Russian Federation Valery Falkov, the President of the Russian Academy of Sciences Alexander Sergeyev, the leadership of the governments of the Sakhalin region and St. Petersburg, rectors of 15 Russian universities, reports RIA Tomsk correspondent, who attended the signing at the Research Library of TSU.

"This initiative will allow the training of specialists with a wider range of knowledge, and will also become an important step for the development of inter-university partnership not only in the educational, but also in the scientific sphere. Strengthening integration in universities will contribute to achieving the goals of the "Science" and "Education" national projects, - Falkov said at the ceremony.

"Development of education and science belongs to network formats. Actually, the initiative to create such a network university - a multi-university that brings together leading universities, leading research teams, certainly strengthens all participants. <...> The participation of Tomsk universities in this project, of course, gives access to resources of the entire scientific and educational complex", - Galazhinsky told reporters after signing.
He said that within the framework of the future multi-university TSU will work with the largest universities in the Far East, primarily in the areas of "Journalism", "Philology" and "Psychology".
"This is both face-to-face presence, online courses, and internships for teachers and university staff, training them with us, and business trips of our employees. This is such an exchange. This project makes it possible to work out network formats, overcome new challenges", - Galazhinsky said.

What is the Far Eastern Multi-University
According to the memorandum, a multi-university - is a project for the cooperation of subjects of the Russian Federation, business, scientific organizations, Russian and foreign universities for the creation, testing and scaling of new educational programs and scientific and technological initiatives focused on the needs of the strategic development of the territories of the Far East.
The mission is to provide students and researchers, regardless of the territory of residence, with equal access to advanced tasks, important technologies and innovative educational technologies of leading world-class universities and research centers. In addition, an important task is to meet the needs of enterprises and organizations of the Far East in the advanced training of qualified personnel.

The multi-university is created as a flexible partnership model and is not a separate organizational structure. It will be open for joining industrial companies, foreign universities, research centers. The project is supposed to be financed from the federal and regional budgets.
The signed memorandum indicates that its participants are expressing interest in creating a Far East Multi-University. Over the next five years, the participating universities are going to, among other things, develop and launch joint network educational programs using modern digital educational technologies.
In addition, it is planned to create systems for forecasting the needs of industries and employers in personnel, designing new professions and skills for the labor market, with respect to territorial characteristics, as well as a system under which students can receive additional qualifications during the main educational program.
There are currently 15 universities in the project, but it is open to new participants.

About the "Science" national project
At present, the "Science" national project is being implemented in the Russian Federation. Its key goals - are to ensure the presence of the Russian Federation among the five leading countries of the world engaged in research and development in areas defined by the priorities of the scientific and technological revolution, ensure the attractiveness of work in the Russian Federation for leading Russian and foreign scientists, increase domestic spending on research and development.
It includes three projects: "Development of scientific and research and production cooperation", "Development of advanced infrastructure for research and development in the Russian Federation" and "Development of human resources in the field of research and development".
To win the competition for the creation of a REC in Tomsk, a "Big University" is being created, which will include all universities and research institutes with the preservation of autonomy and legal independence. According to the President of the Russian Academy of Sciences Alexander Sergeyev, REC exists de facto in the Tomsk region.
About the "Education" national project
The key purposes of the national project - are to ensure global competitiveness of Russian education, inclusion of the Russian Federation into the number of 10 leading countries of the world on quality of the general education, education of harmoniously developed and socially responsible personality on the basis of spiritual and moral values of the people of the Russian Federation, historical and national and cultural traditions.
It includes ten projects: "Modern school", "Success of each child", "Support of families with children", "Digital educational environment", "Teacher of the future", "Young professionals", "New opportunities for everyone", "Social activity", "Education export" and "Social elevators for everyone".
