TOMSK, Feb 14 – RIA Tomsk. Tomsk region due to universities
should become one of the leading regions in digital economy formation, and will
get government order, the deputy governor for scientific and educational
complex Lyudmila Ogorodova said at a round table in the business incubator of
Tomsk State University of Control Systems and Radio Electronics (TUSUR) on
Wednesday.
Earlier it was reported that the state program "Digital Economy of the
Russian Federation" involves the introduction of digital technologies in
different spheres of life and consists of five areas devoted to normative
regulation, education, personnel, research competencies, IT infrastructure and
cybersecurity. In TUSUR within the framework of the program the Center of
digital economy is created, the university is the first in Russia to modify
scientific and educational programs for its tasks.
"Our universities are very strong. And we hope that they will demonstrate
their level on a federal level, when preparing certain areas of the state
program (Digital Economy of the Russian Federation) ... We simply have to be
leaders in this regard ... The digital economy - is how we can enter the new
promising industry with the help of universities ... And universities can get a
guaranteed large-scale state order", – Ogorodova said.

She explained that it is about the developing of breakthrough projects in the
field of digital technologies. For example, the creation of a universal medical
interface which will allow to place all the data on human health in a cloud
carrier and, thanks to Big Data technologies, to develop a personalized set of
preventive and curative practices for each patient.
Another direction for the work of universities within the framework of the
state program will be the development of a system of large-scale retraining of
citizens who may lose jobs due to the automation and digitization of
traditional industries, for example, transport or production.
"The task, in fact, is already set. This is a large-scale challenge for
the Tomsk region. If we do not "highlight" at this level, then it's
unclear what kind of universities we have at the top-100 level", – Ogorodova emphasized.
Earlier it was also reported that Tomsk State University and the Laboratory of
Institutional Design Engineering within the framework of the state program for
the development of the digital economy plan to create the "Academy of
Blockchain Technologies", which will train specialists capable to realize
Russia's transition to the digital economy.
