TOMSK, Oct 10 –
RIA Tomsk. Administration of Tomsk region and Cognitive
Technologies company signed cooperation agreement in sphere of artificial
intelligence (AI) at forum U-NOVUS. President of Cognitive Technologies Olga
Uskova explained RIA Tomsk; it is about testing of AI systems for UAVs and
about implementation of Neural City project in Tomsk.
Earlier it was reported that
the forum U-NOVUS takes place from October 9 to October 13 in Tomsk. Its
program includes platforms of new formats instead of traditional panel
discussions, round tables and reports: workshops, networking, design sessions,
art residences. The projects developed on U-NOVUS will be included into the
road map of "INO of Tomsk".
Testing of "brains"
Signing of the agreement
between administration of the Tomsk region and one of the leading world
developers of systems of artificial intelligence – the Cognitive Technologies
company took place within the forum on Wednesday, October 10. The parties assume
to combine efforts on development of decisions in the field of "smart
city", carrying out research and development of technologies of pilotless
transport, formation of conditions for creation of new jobs.

As Uskova told journalists,
two specific joint projects are discussed. The first concerns creation of test
platforms and grounds of the AI systems in Tomsk.
"In general the world
market of sensors for self-driving cars till 2022 is estimated at 1 trillion
280 billion dollars. We consider that if everything goes right, the Tomsk
laboratories can count on 4,5% of this market", – she told.
In a conversation with the
correspondent of RIA Tomsk Uskova explained that the company expects to hold
testing of the developments on the Tomsk platforms: "It is, for example,
developments in the field of clever agriculture – pilotless agricultural
machinery, systems of automatic control of harvesting, systems of exact
agriculture and so on".
In fact, she added, "we
sell brains that enliven a subject".
"In order that the brain
"rose" in this subject, control is necessary. The brain has to
correspond to certain I.Q. Verification of this control is very difficult
adjusting testing equipment. Historically it developed that there are platforms
in Tomsk on which it is possible to develop grounds for testing and preparation
for industrial production", – the interlocutor of the agency told.

Uskova expects that
infrastructure for such preindustrial preparation for further start of a series
will be created in Tomsk. She did not name concrete platforms, having specified
only that they are on the basis of the scientific and industrial enterprises,
now there is their studying.
"Now, to verify
technology, we pay very big money in Germany. We hope that here (in Tomsk) it
will be cheaper and more effective", – Uskova told.
Intellectual control
The second project, which
Cognitive Technologies will study together with the administration of the Tomsk
region, is called "neural city" and assumes use of technology of
computer sight for control of a condition of the city.
"We consider that Tomsk
quite ripe both on financial, and on a command state to become the smart city.
We started such project in June in Tyumen: smart cameras which analyze
condition of a roadbed, transport situation, condition of buildings and so on
are installed on all public transport (garbage-disposal, water carts and so
on)", – Uskova told RIA Tomsk.
The system on the basis of AI
makes daily reports, distributes them on the relevant municipal organizations
and creates the dynamic card of violations, insured events.
"We call this system
"smart manager". It removes a human factor – real manager does not
drink, is not corrupted, works day and night. The next stage of the project is
pilotless public transport, the pilotless taxi", – continued Uskova.
She specified that after
signing of the agreement with the administration active negotiations on details
projects begin, Cognitive Technologies will be able to offer first
"pilot" approximately in half a year.
